VA CCN Precertification ID Requirement
Overview
The Department of Veterans Affairs (VA) has implemented a precertification ID requirement for certain services provided under the Community Care Network (CCN). For select procedure codes, providers will need to obtain a VA-issued precertification ID before services are rendered.
What’s Changing
For certain services, providers are now required to:
- Request a VA precertification ID through the VA Precertification Portal (VAPP)
- Obtain the precertification ID prior to rendering services
For services identified by VA as requiring precertification, providers must submit a precertification request through the VA Precertification Portal (VAPP).
The entire precertification process takes place within the VAPP, and the precertification ID is automatically rendered upon successful submission. The ID will also be transmitted to TriWest via HSRM and then ingested by PGBA where it is referenced during claims adjudication and payment.
Community providers can find the master list of procedure codes that require precertification on the VA Precertification Community Care Storefront. Providers can also enter a code into the VAPP and receive immediate feedback to determine if that code requires precertification.
Once a request is successfully submitted, providers do not need to wait for clinical review or outreach from VA in order to proceed with care.
Beginning September 25, 2026, claims submitted for services that require precertification will be denied if the required precertification ID was not obtained.
How to Obtain a Precertification ID
- Navigate to the VAPP.
- Enter the required Veteran information available in HealthShare Referral Manager (HSRM) or from the offline referral form:
- Veteran Referral ID
- Veteran ICN
- Enter the procedure code to determine if precertification is required.
- Enter all requested information.
Submit the request and immediately receive the precertification ID from VA.
What Providers Need to Know
- A VA referral does not automatically authorize services that require precertification.
- Precertification requirements apply to all applicable services regardless of when the VA authorization was issued.
- When submitting a precertification request, providers should enter the Veteran Referral ID and Veteran ICN, both of which are available in HealthShare Referral Manager (HSRM).
If services requiring precertification are rendered without first obtaining a precertification ID, providers must use the retrospective precertification process in the VAPP.
